The role of natural gas fuel for Gazprom
In accordance with the program of development of motor fuel in the Russian Federation 22.06.2012 State Duma adopted a law expanding the list of the replaced motor fuels natural gas, liquefied petroleum gas and electricity. The document is aimed at stimulating the use of natural gas and liquefied petroleum gas as a motor fuel, as well as the increasing number of vehicles running on electricity. The new law extends the basic Federal law "About energy saving and about raise of energy efficiency" of natural gas, liquefied petroleum gas and electricity, and expanding the list of substitutable types of motor fuel.
Where is Gazprom, which is our everything about natural gas? Gazprom plans to implement the accelerated expansion of the NGV market in the entire country in order to ensure long-term development plans. It is true most likely because there is no other alternative for the development of Gazprom. As soon Gazprom may face serious problems with the export program. On the one hand, it is a long-term reduction of demand due to high gas prices compared with coal, the crisis in the European economy and the growth of alternative energy generation (including renewable sources). On the other hand, the growth of supply from alternative suppliers of natural gas is projected. In the near future it is expected a significant increase in LNG from the Middle East, from the regions of Central and South America, South-East Asia. In addition, the problem can arise when Gazprom implement European plans to create a pipeline infrastructure to transport natural gas from the Caspian region. All this will force Gazprom to increase the range of discounts or to reduce the volumes of natural gas supplies. In any case Gazprom loses in real income of gas exports to Europe.
Therefore, one of the main areas of successful development of production and investment programs of Gazprom is an expanding sales of natural gas on the Russian domestic market – gasification of the entire country.
CNG for Moscow
Another impetus is given to the program of development of motor fuel in the Russia as a result of legislative activity of the State Duma in the summer of 2012.
Moscow became one of the first participants of the program to convert passenger transport to gas fuel. In 2011 the Deputy mayor for transport development and road construction N. Lyamov signed an order to transfer the bus parks in the state unitary enterprise "Mosgortrans" on the operation of buses on CNG.
The reconstruction of the production-technical base of "Mosgortrans" stipulates that not less than 10% of the total volume of buses will be supplied in a gas version.
In 2004 Eleven bus fleet of Moscow the first in Russia started the operation of buses running on clean fuel in the framework of the implementation of the target program. Currently, the Park operates about 180 such buses.
JSC MGPZ, Gaztechleasing and JSC Gazprom Gazenergoset, also involve in the organization of fueling buses in Moscow.
There are two basic ways to organize the supply of natural gas in vehicle fleets of Moscow: LNG supply with subsequent regasification and supply of CNG. It would seem that LNG is more preferable because the volume of gas sufficient to meet the daily needs of the vehicle fleet t can be transported at one time. However, the placement of stationary LNG storage tanks and regasification on the territory of the fleets may not always be agreed with the regulatory authorities easily and quickly. The solution to this problem is mobile gas tanker for the transport and refueling CNG. Usually there is only one question – where can you buy CNG? Such mobile gas tankers on the basis of trailers and semitrailers may be carried or travel on public roads and can significantly reduce the expenditure of energy, time and money of fleets remote from Automatic gas filling compressor station.
